Trim ends off of zucchini and slice lengthwise. Using a spoon, scrape out pulp to create zucchini boats. Finely chop pulp.
In a medium skillet on medium heat, cook beef, pasta sauce, bell pepper and garlic. Cook until beef is cooked through. Drain excess liquid off.
Place zucchini boats in a baking dish and evenly fill with beef mixture using a spoon. Top with tomatoes and shredded cheese.
Bake for 25-30 minutes or until zucchini is tender.
